Mr. Hayes was born in Salina, Kansas and attended Washburn University before graduating from Washburn University School of Law.  Mr. Hayes was admitted to practice in 1946 and is also admitted to practice in Missouri and the United States Supreme Court.

He is a member of the Reno County, Kansas and American Bar Associations, American Board of Trial Advocates, International Association of Defense Counsel, Kansas Association of Defense Counsel (of which he was President from 1971 to 1972).  He is a fellow of the American College of Trial Lawyers and American Bar Foundation.  He was a member of the Kansas House of Representatives from 1953-1955 and 1967-1979 and was Majority Leader from 1975-1977; a member of the Kansas Judicial Council from 1973-1977; and Commissioner on Uniform State Laws in 1975. 

He was a Captain in the U.S. Army where he served in active duty from 1942-1946.  He served as President of the Hutchinson Chamber of Commerce in 1961 and has served as President of the Hutchinson Rotary Club, the Hutchinson Town Club and Prairie Dunes Country Club.  He currently serves as a Director of Central Bank and Trust Company, and Central Financial Corporation.  He also serves as a Director of the Waddell and Reed Group of Funds in Overland Park, Kansas.
