Mr. Gilliland was raised in Hutchinson, Kansas and graduated from University of Kansas School of Law in 1972.  He served as a member of the Kansas University Law Society Board of Governors from 1998-2000.  He was admitted to practice in 1972. 

He is a member of Reno County and Kansas Bar Associations.  He was President of the Reno County Bar Association from 1989-1990.

He has been active in the Hutchinson community servicing as Director and President of the Hutchinson School Board, Health Care Inc., Health Care Services, Inc., Reno County United Way, Hutchinson Rotary Club, Prairie Dunes Country Club, Hutchinson Town Club; original board member of the Kansas Cosmosphere and Discovery Center and Hutchinson Chamber of Commerce.
