Mr. Balkin graduated from the University of California at Berkeley in 1947 and completed Harvard Law School in 1950. He was admitted to practice in 1950. He is a member of the Kansas City Metropolitan and
American Bar Association (where he was Vice-Chair of the Fidelity & Surety
Law Committee from 1987-1996). He was Co-Founder and President from
1991-1998 of the Surety Claims Institute. He is also a member of the
International Association of Defense Counsel, National Bond Claims
Association, and the Fidelity Law Association (where he is also a member of
the Advisory Board). He is also the author of “Fifty State Construction
Lien and Bond Law,” Missouri 2nd Edition and Editor of “Surety
Law Topical Index and Bibliography,” “Fidelity Law Topical Index,” ABA-TIPS
from 1987-1993; “Legal Aspects of the Underwriting Process,” ABA-TIPS,
